Regular Employee Benefits
Listed below are Town employee benefits and their descriptions for regular full-time Town benefits.
The Town of Clayton offers a competitive salary package with paychecks coming biweekly directly into your bank account. The Town completed a pay and classification study in 2016 (PDF) to help ensure our salaries were in line and competitive with surrounding towns.
Pending Town Council approval employees may also receive Cost of Living Adjustments (COLA) and full-time employees may qualify for a merit raise and are eligible for a longevity check for $100 a year for every year of service.
Group Health and Insurance
NC State Health Care Plan (SHP)
The Town of Clayton provides health insurance through North Carolina's State Health Plan, which is administered by Blue Cross Blue Shield of North Carolina (BCBSNC). Town Council has voted to contribute significantly toward that group health insurance for all individual regular full-time employees. Employees may purchase dependent coverage - while the employee assumes the cost for dependent coverage, Council does make a contribution toward family coverage as well.
Dental Coverage
Delta Dental
The Town currently offers FREE dental coverage for regular full-time employees. The Town offers dependent coverage for an additional cost to the employee.
Life Insurance
OneAmerica
The Town offers a FREE group life insurance policy. Employees may also purchase supplemental life insurance coverage for self or dependents.
Retirement
N.C. Local Government Employees' Retirement System
The Town participates in the North Carolina Local Governmental Employees' Retirement System starting the first day of your employment. As an employee, 6% is deducted from your pay check and applied to your retirement account. The Town contributes 9.0% for full-time employees and 9.7% for law enforcement officers. An employee becomes fully vested in the NCLGERS retirement plan after five years of credible service.
401K Retirement
N.C. Supplemental Plan
The Town currently contributes 4% towards regular full-time employees' 401 (k) Plan. Employees may elect to make voluntary contributions to the plan by payroll deduction. Employees are immediately invested in the North Carolina Supplemental Retirement Plan starting the first day of employment. Law Enforcement Officer contribution is 5%
Flexible Spending Accounts
P&A Group
Employees are offered the option to participate in Flexible Spending Accounts, which provide a way to save federal, state and social security taxes on eligible medical and dependent care expenses.
Holidays
Employees receive 12 paid holidays per year.
Vacation Leave
Employees can accumulate vacation leave without any applicable maximum until December 31 of each year. At that time, any hours over 240 are converted to sick leave.

Sick Leave
Town employees accrue 12 paid sick leave days per year. There is no limit on the number of days accumulated.
Employee Assistance Program (EAP)
The Town of Clayton provides employees and family members with FREE, confidential short-term counseling to help resolve financial, marriage, parenting, stress and other problems that may impact their work or personal lives. The McLaughlin Young Group provides 24-hour phone assistance and is available for appointments at your convenience.
Voluntary Short-Term Disability
Allstate
Allstate offers a level of income replacement if an eligible employee is unable to work due to disability.
Voluntary Vision
Superior Vision
The Town offers a voluntary supplemental vision benefit through Superior Vision for employees and dependents. The plan offers discounted vision care services as well as a hardware allowance for contacts or glasses through a provider network.
Workers' Compensation
All Town employees (full-time and part-time) are covered under the NC. Worker's Compensation Act. Responsibility for claiming compensation under the Workers Compensation Act is on the injured employee.
Credit Union Membership

All employees have the opportunity to join the NC. Local Government Employees' Credit Union.
*Medical and dental insurance coverage becomes effective on the first day of the month following the hire date. All other insurance benefits will be effective 30 days from the date of hire.*
